Interrupter is a mechanism for controlling power for the packet transceivers.
This is useful if a station wants to take over a band to be used for voice purposes, where otherwise the packet transceiver would
clobber a weak signal on the band. The Interrupter doesn't forget to restore the radio to packet service after you are done.
